Aviation Emissions (CO2) Stakeholder Consultation

In December 2015, the President of International Civil Aviation Organisation (ICAO) submitted a Draft Policy Proposal on a Global Market Based Measures (GMBM) Scheme. The key purpose of the GMBM scheme is to stabilise CO2 emissions from international aviation at 2020 levels.

This draft proposal sets out the main elements of a GMBM scheme, lays out the overall architecture for such a scheme and outlines how the scheme could be implemented. The text of the proposal , including a summary of the proposal can be found below.

It is proposed that the GMBM Scheme will begin from 2020 and will apply until the end of 2035, with a periodic review every three years. Any extension to the scheme beyond 2035 will be agreed by the end of 2032.

It is intended that ICAO’s draft proposal should serve as the basis for further discussions at ICAO’s Assembly meeting this autumn.

The Department now wishes to commence a consultation process with a wide range of stakeholders in the Irish civil aviation sector in order to gain the benefits of the views of those operating directly within the sector.
